Quotas

Quotas are admin-editable only in v1. Customers can view allowance usage for their mailboxes.

Customer-facing quota language should describe a rolling daily send allowance rather than exposing mail server internals.

Each mailbox has a rolling daily send allowance. Usage drops as earlier sends fall out of the rolling window, so the available count can recover throughout the day.
